Victorian Aids and Equipment Program
This Victorian Government program provides subsidised aids, equipment and home modifications to enhance your safety and independence. Subsidies are available in these general categories:
- Non-disposable continence products
- Mobility aids
- Personal care equipment
- Vehicle modifications
- Home modifications (e.g. ramps or bathroom hand rails)
You may be eligible for aids and equipment under this program if:
- You have a long term or permanent disability, or
- You are aged and frail, and
- You are a permanent resident of Victoria and hold a Medicare card.
In most cases, you need to contribute towards the cost of aids and equipment. The equipment and subsidy levels you get depend on your health professional assessment as well as available program resources. If you are unable to cover the cost gaps you can apply for assistance from local charitable organisations such as RSL or Rotary.

Continence Aids Assistance Scheme (CAAS)
This Federal Government program assists eligible people with permanent and severe incontinence related to Parkinson’s and other nominated conditions. Disposable and non-disposable continence aids may be provided up to a nominated level of funding. Find out more in our Continence section.
Personal Alert Victoria (PAV)
This Victorian Government program provides personal monitoring services for eligible people who are frail, aged or have a disability.

Home Renovation Service
This Victorian Government service offers free home inspections and reporting of suggested modifications that would make home living easier and safer. Find out more in our Home Modifications section.
Home and Community Care Program (HACC)
This joint Victorian and Federal Government program assists eligible people who are aged or have disabilities. In terms of aids and equipment, the HACC program may provide:
- Subsidised appointments with allied health and medical professionals (e.g. occupational therapists)
- Minor home modifications, such as installing grab rails
HACC arrangements and service provision may vary between regions, so for further information about the program contact your local provider.

Veteran’s Rehabilitation Appliances Program (RAP)
This Federal Government program provides aids and equipment to eligible Gold and White Repatriation Card holders.
A range of appliances are covered by the scheme including:
- Continence products
- Mobility aids
- Equipment
- Personal alarms

Veteran’s HomeFront
HomeFront is a veteran’s program designed to prevent falls and accidents around the home. This service provides free home assessment with subsidised installation of safety appliances.
